A timeline to launch includes a multi-staged process managed through a series of definitive stages in a new product development cycle. Research into the best practices for product launches show that the launch needs to be staged and carefully managed.  With defined stages, there is increased ownership and accountability. The actual stages will vary by company and product, but the process generally starts one year (possibly more) prior to expected shipment of the final product (launch).  At this point, the budget may not be complete but creating an outline of what steps need to be taken sets the groundwork for that as well as for advertising, channel, evaluative and other processes.
